relative paths for linked programs

Is there any way to use relative paths to link to external programs.
e.g. to use
.\sounds\poptray_newmail_hi.wav
instead of
C:\PopTray\Sounds\poptray_newmail_hi.wav

I am trying to use this app on a USB stick, which means that the root of the drive can vary
